インターネットに接続することが重要なインフラの一部となりつつある現在，ネットワーク中立性については世界中で検討が進められている．このようななか，ネットワーク中立性に関する規則について，2017 年 12 月にアメリカの米連邦通信委員会 (FCC) が撤廃を決定したことが注目される．本稿においては，ネット中立性を巡る世界の規制状況をみるとともに，アメリカにおけるネット中立性規則の撤廃に至るまでの経緯とともに，その後の動向をみることによって，ネット中立性を巡る規制の現状と課題について検討を行う． |

As connecting to the Internet is becoming a part of an important infrastructure, network neutrality is being studied all over the world. Under such circumstances, it is noteworthy that the U.S. Federal Communications Commission (FCC) in the United States decided to abolish the rules on network neutrality in December 2017. In this paper, regulatory situation of the world over net neutrality will be looked at and considered, as well as the circumstances surrounding the elimination of the Internet neutrality rule in the United States. Then, the current situation and issues of network neutrality regulation is discussed and considered. |
