• 論文抄録 / 内容記述: 現在，静岡県浜松市や東京都において，水道分野に関して，PFI 方式の一つであるコンセッション方式，すなわち水道施設の運営権を民間事業者に与える方式の導入が検討されている．このようなコンセッション方式を導入する場合，水道事業の事業主体は，民間事業者となる．このような水道分野におけるコンセッション方式の利用については，様々なリスクも指摘されている．そのなかでも，個人情報保護の在り方は情報の取扱いの方法も含めて問題となる．本稿においては，水道分野におけるコンセッション方式導入に関する検討状況をみたうえで，コンセッション方式が採用されて実際に民間事業者が水道事業の提供者となった場合に，重要な社会インフラでもある水の利用に関連する様々な個人情報の取扱いに関する規律について検討を行う．

• 論文抄録(英) / 内容記述: Currently, Hamamatsu City in Shizuoka Prefecture and Tokyo Metropolitan Government are considering introducing the concession system which is one of the PFI method to introduce a system which gives the operation rights of water supply facilities to private operators with respect to water supply field. When introducing such a concession scheme, the project entity of the water supply business will become a private business entity. Various risks are pointed out regarding the use of the concession method as such in the water supply field. Among them, the way of protecting personal information involves problems including how to handle information. In this paper, the discussion on the concession system introduction in the water supply sector will be reviewed. At the same time, discussion concerning discipline of handling various personal information related to the use of water will be considered as it is an important social infrastructure. When the concession system is adopted, and the private enterprise actually becomes the provider of the water supply project, it is important to consider the way and treatment of personal information of the field.
