The proposals say that consideration to start making rules on disclosure of information on the actual usage situation of radio spectrum for public and private sectors and redesigning radio usage fee system. At the Growth Strategy 2017 which was decided at the Cabinet meeting (Cabinet decision), it was also stated that survey methods including audits by a third party for the frequencies assigned to the government sector should be considered. The strategy also included the proposal of reviewing the value of the frequency allocated to the government sector and consider related measures and systems for management to think of effective utilization of the frequency. In this research, what kinds of consideration over effective use of the frequency in the situation of technological innovation is first introduced and considered.
