• 論文抄録 / 内容記述: 現在，規制改革推進会議において，官民の電波利用状況に関する情報開示を充実させることや，電波利用料体系の再設計などを含め，より有効に電波を利用する者に対し機動的に再配分するためのルールづくりが必要であると提案されている．また，未来投資戦略 2017 においても，これらに加えて，公共用周波数に関する第三者による監査などを含む調査方法の在り方の検討や公共用周波数の価値の精査とそれらを管理し有効活用するための方策や体制の在り方の検討も進められるべきであるとされた．本研究においては，技術革新の状況の中でどのような電波の有効利用の検討が可能であるのか，割当の制度の検討と，第三者機関による監査の検討を行い，今後の課題を提示する．

• 論文抄録(英) / 内容記述: Currently, at the Regulatory Reform Promotion Council at Cabinet Office, several proposals are discussed to flexibly redistribute radio frequencies to people or sector that use radio wave more effectively. The proposals say that consideration to start making rules on disclosure of information on the actual usage situation of radio spectrum for public and private sectors and redesigning radio usage fee system. At the Growth Strategy 2017 which was decided at the Cabinet meeting (Cabinet decision), it was also stated that survey methods including audits by a third party for the frequencies assigned to the government sector should be considered. The strategy also included the proposal of reviewing the value of the frequency allocated to the government sector and consider related measures and systems for management to think of effective utilization of the frequency. In this research, what kinds of consideration over effective use of the frequency in the situation of technological innovation is first introduced and considered. Then, the research examines frequency allocation system and audit by a third-party institution and address future issues.
