That degradation can be expressed by using PSF (Point Spread Function). The PSF has two parameters of width and the angle, approximating the motion is uniform. An amplitude spectrum of blurred image has a feature based on PSF parameters. PSF parameters can estimate from this feature. This paper presents a new method to estimate PSF parameters from the amplitude spectrum of blurred image.
