We discuss the scheduled program skeleton to describe fixed scenario of broadcast programs. In addition, we propose the dynamic program producing mechanism based on a degree of broadcast priority to avoid conficts from unspecific unmber of providers. We implemented a prototype called ScoopCast which can deliver video stream using multicast networks.},
