• 論文抄録 / 内容記述: 筆者らは，これまで個人情報保護法の平成 27 年改正前後に渡り，容易照合性に関する学説や政府見解を整理し，問題提起をしてきた．平成 27 年改正個人情報保護法はその規定の多くを下位規範に委任していたところ，下位規範である個人情報保護法施行規則及びこれらに関する個人情報保護委員会の解釈指針であるガイドラインが平成 28 年 10 月以降公表された．本発表では，筆者らの研究の発展として，新たに，個人情報保護委員会規則及び個人情報保護法ガイドラインを分析し，個人情報及び匿名加工情報における容易照合性の解釈の現状を整理することとする．

• 論文抄録(英) / 内容記述: The authors have investigated preceding studies and government views on "identifiability of the specific individual by referring to other information" and raised problems before and after the revision of the Act on the Protection of Personal Information in 2015. The revised act in 2015 delegated many of its provisions to its subordinate norms, and then "Enforcement Rules for the Act on the Protection of Personal Information" and interpretive guidelines by Personal Information Protection Commission JAPAN have been announced since October 2016. In this paper, as a development of the authors' research, the Enforcement Rules and the guidelines are newly analyzed and current interpretation of "identifiability of the specific individual by referring to other information" with Personal Information and Anonymously Processed Personal Information is digested.
