• 論文抄録 / 内容記述: EU においては，オープン ・ インターネットのための法整備として，EU 域内でのローミング撤廃と，「ネット中立性」 に関する新規則が 2015 年に採択された．その結果，2017 年 6 月から，EU 域内ではローミング料金がなくなることとなる予定である．また，ネットの中立性に関しては，EU 新規則のガイドラインが BEREC によって 2016 年 8 月に出された．本稿においては，EU におけるオープン ・ インターネット政策と BEREC の役割を見ることにより，日本への示唆を得ることとする．

• 論文抄録(英) / 内容記述: In the EU, a new regulation regarding the elimination of roaming fee within the EU region and the "net neutrality" was adopted in 2015 as legislation for open Internet. As a result of this new regulation, roaming fee will be expected to be abolished from June 2017 within the EU region. As for the net neutrality, a guideline of the EU's new regulation was issued in August 2016 by BEREC. In this paper, suggestions to Japan will be considered by looking at the role of BEREC and the open Internet policy in the EU.
