• 論文抄録 / 内容記述: オープンナレッジファンデーションジャパンの定義によれば 「目的を問わず，誰でもどこででも自由に利用し，共有し，構築のベースにすることができるデータ」 であるオープンデータの公開の動きが広がりを見せている．日本政府にあっては，データカタログサイト 「data.go.jp」 が開設され，2 万弱のデータセットが公開されている．さらに，自治体レベルでは，200 を超える団体でオープンデータの公開に踏み切っている．このオープンデータの浸透には，オープンデータがドキュメントとなって，公共機関や技術者，市民を結び付けているという側面がある．本研究は，オープンデータがドキュメントとして機能するという点に着目し，オープンデータの取り組みの現状と展望を議論するものである．

• 論文抄録(英) / 内容記述: According to the definition of Open Knowledge Foundation Japan, open data is data that can be freely used, shared and built-on by anyone, anywhere, for any purpose. The movement of open data defined like that shows an expanse. In the Japanese Government, data catalogue site "data.go.jp" is established, and a little less than 20,000 data set is shown. Furthermore, the local government more than 200 decides the exhibition of open data. About the penetration of this opening data, there is a factor to join a public institution and an engineer, a citizen together by open data becoming the document. This study pays its attention to a point that open data function as a document and discusses the present conditions and the prospects of the action of open data.
