• 論文抄録 / 内容記述: 平成 28 （2016） 年 1 月 1 日より，特定個人情報保護委員会が改組され，個人情報保護委員会として機能している．本稿においては，第三者機関として個人情報保護委員会が設立されるに至った経緯を振り返りつつ，個人情報保護委員会として内閣府の外局として設置されている現在の委員会の独立性の状況，機能と権限の現状について，委員会の開催時にどのような内容を議論しているのか等の具体的な活動状況を見たうえで，各国機関等からどのように認識，認知されているのかを含めて検討し，現状の把握と今後の課題について検討を行う．

• 論文抄録(英) / 内容記述: From 2016 January 1, the Specific Personal Information Protection Commission was reorganized and it is now functioning as a Personal Information Protection Commission. In this paper, while reviewing the circumstances that led to the establishment of the Personal Information Protection Commission as a third-party institution, condition of the independence of the current Commission as an external organ of the Cabinet Office as the Personal Information Protection Commission is examined as well as current situations of its function and authority by looking at actual activities, such as discussion agendas of the commission when meetings are held. Then this paper considers the current situation and future challenges of the commission from looking at the circumstances how it is recognized and understood by other countries' institutions and tries to grasp an appropriate perception of the present situation.
