• 論文抄録 / 内容記述: 日本の個人情報保護法は 2015 年 9 月 3 日に成立し同年 9 月 9 日に公布された．本改正の目的は 「個人情報の保護を図りつつ，パーソナルデータの利活用を促進することによる，新産業・新サービスの創出と国民の安全・安心の向上の実現…」 である．そこには，いわゆるビッグデータの時代が到来する中でのグレーゾーンの解消，「匿名加工情報」 の利活用による，経済の活性化が第1の目的としてある．それに関連して，本改正において6項目挙げられている改正事項にも，「定義の明確化等」，「適切な規律の下で個人情報の有用性の確保」 が挙げられている．一方で，改正で導入された 「個人識別符号」の内容や「匿名加工情報」については曖昧となっている状況がある．本稿では，改正個人情報保護法における「個人情報」 の定義について，匿名加工情報などとの関係から果たせる機能とその限界について，また，改正法における異同について整理を行う

• 論文抄録(英) / 内容記述: The amendment bill of Act on the Protection of Personal Information had passed in September 2015. The objective of this amendment is to realize a harmonization of a promotion of personal data and a protection of personal information. In addition, the solution of ambiguity of “personal information” on current law and utilization of information processed as anonymous are first objectives. Despite of understanding of these objectives, there is ambiguity in the substance of the code regarded as identifiable information and information processed as anonymous. In this paper, I try to organize the substance of “personal information” on the revised Act.
