These applications are communicating through a mobile network and suffer from network congestion in a densely populated region such as a station, A control of radio resource allocation in the mobile network is performed based on the current and the past traffic. If the communication of a smartphone can be predicted on the mobile network, the quality degradation by the congestion in a crowded place can be reduced by a more efficient resource control based on the prediction.
