Internet of Things(IoT) の普及に伴い,モバイルデータ通信の需要は今後も増え続けると予想される.そこで大量のモバイルデータトラフィックを効率的にネットワークへ収容することが重要となる.しかし増え続けるモバイルデータトラフィック需要に対して通信インフラの性能を追従させ続けることは難しい.一方で,今日のモバイルデータ通信は時間帯や地域によって通信インフラの負荷が偏り,モバイルデータトラフィックの収容効率が低下するという課題がある.そこで遅延耐性のあるモバイルデータトラフィックを適切に遅延させ,モバイルデータトラフィックの収容効率を高めることを目的としたモバイルデータオフローディングプロトコル (MDOP) が提案されている.MDOP は,基地局 (eNB) の負荷状態,モバイル端末の移動,データの遅延耐性を考慮し,端末 (UE) の送信レートを制御することで,モバイルデータ通信の負荷を分散プロトコルである.しかし MDOP の具体的な送信レート制御手法は,明確に定まっておらず,未だ議論が必要な状態である.そこで本稿では eNB の負荷状態,データの遅延耐性を考慮した送信レート制御手法を提案した.評価の結果,提案した送信レート制御手法は,eNB が許容負荷を満たしつつトラフィックを収容する上,UE
