• 論文抄録 / 内容記述: 公共機関が保有する情報を自由に二次利用可能な形式で公開するオープンデータの取り組みが世界的な広がりを見せている．オープンデータの端緒として，アメリカにおけるオバマ大統領によるオープンガバメントの推進があげられる．このオバマ大統領の取り組みの背景には，アメリカ連邦政府において連綿と展開されてきた情報資源管理政策があった．本研究では，オバマ政権が誕生する前までに展開されてきた情報資源管理政策について概観し，オープンデータの推進の背景には，情報資源の管理の蓄積があったことを示す．

• 論文抄録(英) / 内容記述: The action of open data showing the information that a public institution holds in the second available form freely shows a global expanse. The beginning of open data includes promotion of the open government by President Obama in the United States. The information resource management policy that had been developed without a break in an American federal government was in the background of the action of this President Obama. In this study, it surveys about the information resource management policy that has been developed before the Obama Administration is born and show that there was accumulation of the information resource management to the background of the promotion of opening data.
