This paper proposes a network diagnostic system, ENCORE. It is based on the reflector model where intelligent agents in ASs cooperatively infer the dynamics of the Internet and analyze network faults. In ENCORE, an agent in an AS monitors routing information in its environment and shares the information with agents in other ASs.
