This scheduler is constructed based on the concept of policy/mechanism separation. Namely, the policy is constructed as a user-specific loadable kernel module. On the other hand, the mechanism is constructed as a intra-kernel module. Furthermore, the policy module is classified into two modules: the scheduler module in which each scheduling algorithm is implemented, and the coordinator module which solves scheduling conflicts caused by different policies. By means of this construction method for two-level scheduler, the scheduler itself becomes to be customizable and several scheduling algorithms can be independently executed each other.
