Using this facility, the system chooses the suitable users andchanges the order of delivering the message.Then this system changes the amount of the message according to the performance of the user terminal, and transmits the message after starting time management. Moreover, we focus on the dispatch business, where informationdelay becomes a problem in business accomplishment, and have constructedthe automatic dispatch system to which the proposed system has applied.
