• 論文抄録 / 内容記述: 本報告は，EU の電気通信市場に対する調整機関として存在している BEREC の存在意義，組織構成，また現在 BEREC が検討中の EU 電気通信市場に対する勧告等の作成状況等を具体的に研究発表し，BEREC の組織としての EU 電気通信市場に対する影響を検討する．また，BEREC 設立規則とは別に存在する，BEREC 内部規則等の変更状況や，BEREC としての予算の執行や EU 構成国の予算負担状況も含め BEREC の組織としての EU テレコムポリシーの中での位置づけ，欧州委員会との関係などについて，検討を行うものである．

• 論文抄録(英) / 内容記述: In this report, BEREC as an organization that is to facilitate EU institutions and EU telecom sector to make better telecom policy in the EU telecommunication market is introduced with its significance of existence, organizational structure and its impact of the reports on EU telecommunication market. There exist rules of procedure of the board of regulators of BEREC which is separately set from the Regulation EC 1211/2009 of the European Parliament and the Council of 25 November 2009 establishing the Body of European Regulators for Electronic Communications (BEREC) and the Office, and its situation of revision is also introduced. In the end, this paper will look at the budgetary situation of BEREC, its position in the EU telecom policy and its relation to the European Commission.
