入札情報フィルタリング機構を備えたWeb検索エンジンの開発 Development of Web Search Engine powered by Bid Infomation Filtering 小俣, 尚泰 関根, 聡一 Naoyasu, Omata Soichi, Sekine 検索・抽出 我が国では，入札契約適正化法の施行以来，入札情報のインターネット上での公開が進んでおり，これは年々増大する傾向にある．これにより，入札情報の主な利用者である入札案件の受注者にとっては，発注機関毎に日々更新される入札情報を横断的に収集・検索するためのシステムが必要となってきた．これを実現するためには，発注機関の Web サイトで更新される全ての情報の中から入札情報のみを抽出する必要がある．しかしながら，一般的な Web 検索エンジンや Web サイト内で提供される全文検索エンジンは，この要求を満たすことができない．対して，情報提供側では入札情報公開業務のシステム統合化が推進されているが，特に小規模の発注機関では費用対効果が得られないために統合が進んでいないのが実状である．そこで我々は，Web に存在する入札情報の横断検索の実現のため，発注機関・受注者に対してアンケート調査を行い課題の整理をした．また，課題解決への提言として入札情報に特化した統合型 Web 検索エンジンの開発を行った．本システムは発注機関における情報システムの改変が不要であり，入札情報の抽出機構である入札情報フィルタを備えていることを特徴とする．最後に，受注者による本システムの試用評価を実施し，その有用性について検討を行った． Bid announcements on the web have become popular in Japan since the ”Act for Promoting Proper Tendering and Contracting for Public Works”. It increases year by year. For any user who bid for the announcements, it has been necessary to develop the system for searching widely and collecting a bidding information. To realize the system, some techniques for extracting only the bid announcements from a set of information published on a announcer's website are required. However, any general web search engine and any full-text search engine embedded on the website have difficulty to satisfy the above demand. An integrated system for making the bidding information public is also pushed forward by the announcers. It has not yet been achieved because small organization does not obtain cost-effectiveness easily. Therefore, to get some specific requests for the system, we questioned a announcers of the bidding information and the users. A prototype system for searching the bidding information has been developed for the requests.
