• 論文抄録 / 内容記述: 2011 年の東日本大震災において拡大した人的被害の教訓は，ハード整備を超えるレベルの災害を想定した住民避難中心の対策が不可欠であるという示唆を与えた．一方では南海トラフ巨大地震の新想定が公表され，国内の広範囲で，強い揺れと巨大な津波が発生する可能性が指摘されている．特に，高知県黒潮町の 34m など従来の想定をはるかに超える巨大津波の想定は，太平洋沿岸部の自治体や住民を震撼させており，今般の災害の教訓に基づいた対策の具現化に社会的な要求が高まっていると言えよう．本研究では，いわゆる 「人々にとっての撹乱要因」 を住民の間で理解し合う基盤としてマルチエージェントシミュレーションを用いたコミュニケーション支援システムを提案する．本稿では、悉皆調査から得られた (1) 極値的な態度を示す人，および (2) 地域コミュニティの末端にいる人の意見を取り込むことが，地域全体の防災活動にどのように影響したか，実践を通して得られた結果について報告する．

• 論文抄録(英) / 内容記述: The Great East Japan Earthquake which is the largest human damage after war brought our society re-recognition of the importance of not depending on politics or administration. In order to realize it, the residents should have the awareness of their ownership, even in the situation that the warning announcement wasn't announced by administrator appropriately. An evacuation planning is standardized for one local community because local fairness is conducted. However, the concrete problem in the local community should be also considered and resolved by the local community themselves. This study suggests the new communication method to community evacuation planning for the evacuation with the awareness of their ownership. This research outcome gives a challenge to the limit of the technique of the past. We focus on the member with unconcerned consciousness who had been overlooked as an uncertain factor. This study evaluates its usefulness in the area through practice.
