• 論文抄録 / 内容記述: 過去十数年間に渡りオープンエデュケーションは、教育における世界的なムーブメントとして多くの実践的・実験的試みと共に進展してきた。日本国内でも、「オープン・テクノロジー」「オープン・コンテンツ」「オープン・ナレッジ」の各領域において、先駆的な取り組みがなされてきた。生涯学習も、国の施策として着実に根付き、放送大学はそのナショナルセンターとしての重要な役割を果たしている。本講演は、オープンエデュケーション、生涯学習それぞれの現状について、具体例を通して概観し、今後期待される成果について展望する。さらに、現在の日本の高等教育・生涯学習の抱える諸問題に鑑み、「教育のオープン化がどのように解決策として機能し得るか」、またその実現のためには、「国・地域・大学の各レベルにおいて、どのような戦略・技術的基盤・支援体制が必要か」について論じる。

• 論文抄録(英) / 内容記述: Over the last ten years or so, open education--as a global movement in education--has been advanced through various practical and experimental endeavors. In Japan, some pioneer efforts have also been made in three areas: “open technology,” “open content” and “open knowledge.” During the same period of time, lifelong learning has been promoted as part of the basic governmental policies in education, and the Open University of Japan (OUJ) has been playing its critical role as the national center in the arena. This session reviews the current state of open education and lifelong learning through some examples, and explores anticipated outcomes in the future. It also discusses “how opening up education can resolve some of the critical issues that Japan higher education and lifelong learning is facing” as well as “what strategies, technological infrastructures, and support structures are necessary at each of the national, regional, and institutional levels” to achieve these goals.
