• 論文抄録 / 内容記述: 防犯カメラに関して、自治体が定めた公的規則・指針が、数例、存在する。この中には、条例、条例に準じるもの、条例に準じるといえないもの－－が混在している。これらのうち、どの種別を選ぶべきであるという定石が定まっているとは、いえそうもない。これらの公的規則・指針を比較し、含まれている内容項目を30種類程度に整理できた。空欄が、ところどころにあり、相互に表現が異なっている項目もあるが、比較が困難なほど多様であるという状況ではない。防犯カメラに関する公的規則・指針の策定主体として、府県と市町村のどちらがふさわしいか、両者のどちらがふさわしいかが、状況によって変わるのか－－といったルールは、本論文の中では見出せなかった。本論文では、紙数の関係もあり、内容項目のうち、目的、原則・理念、体系、対象者などを、比較、検討した。

• 論文抄録(英) / 内容記述: Several public rules and guiding principles which the self-governing body defined exist about a security camera. In these, rules of three types are intermingled, i.e. (1) an ordinance, (2) a rule conform to an ordinance, (3) a rule not conforming an ordinance. The standard tactics that which classification should be chosen among (1), (2), and (3) have not established. The authors have compared public rules and guiding principles and have found that the contents item included had been arranged to about 30 kinds. Of course, it is not true that all item cells of all rules and principles are filled in. Moreover, expressions of the items sometimes differ mutually. However, it is not in the situation of being so various that comparison is difficult. The authors have searched the established theory of a decision subject about the public rules and principles. That is, about a security camera, (1) which of prefectures and cities is suitable as a formular of the public rules and principles, (2) the decision of the selection will be changed or not according to the situation. Those were not able to be found out in this paper. Also in this paper, because of limitations of space, the authors could perform comparing investigation on only the purpose, a principle and a concept, a document system, and a candidate.
