• 論文抄録 / 内容記述: 総務省「ユビキタスネット社会の実現に向けた政策懇談会」は平成16年12月に最終報告をまとめ，その中で「ユビキタスネット社会の影」と称し，コンピューターウィルスの蔓延，情報セキュリティの問題やデジタルデバイド，携帯電話等のモバイルツールの公共マナーに至るまでの100課題を提示した．その中で，出会い系サイトや暴力的なサイトなど，青少年へ悪影響が懸念されている現状について，優先的に解決すべき課題として位置づけている．今後，関係機関が有機的に連携し，こうした問題へ対処していくことが求められている．石川県能美市(以下，能美市)では携帯電話の有害情報サイトによる青少年への悪影響の懸念から，平成17年度に市・教育委員会に「携帯電話対策プロジェクト会議」を設置し，対応策の検討と啓発活動を実施している．しかし，携帯端末機能やサービスの高度化によって今後，これら課題はますます複雑化すると思われ，教育現場で指導に携わる教職員へ正しい知識の普及が急務であった．そこで，本学では平成17年３月に地元・能美市と締結した学官連携協定に基づき，「モバイルリテラシー教員研修プログラム運営委員会」を設立．平成18年度は携帯電話と青少年の問題について，市内・小中学校教員へ正しい知識の普及を目的に，有識者を交え４回の教員研修プログラムを実施している．現在は，携帯電話事業者などの「産」も含めた総合的な対応策を検討中である．本発表では，携帯電話・有害情報と青少年の問題について，子どもの社会的サポート体制構築という観点からこれまでの取り組みの現状と今後の課題について報告する．

• 論文抄録(英) / 内容記述: “The Council to Promote the Ubiquitous Network Society” of the Ministry of Internal Affairs and Communication released a final report in December 2004. In the section of the report entitled “the Shadow of the Ubiquitous Network Society”, 100 problems were listed, of which children problems of concern related to information and communication technology were covered as priority issues to tackle. In this research, diversified social problems caused by the use of mobiles by children and efforts to resolve those problems will be reviewed. Based on the academia-government partnership agreement signed by our university and Nomi-City at Ishikawa prefecture, “the mobile literacy training program for teachers of elementary and junior high schools” is being implemented. This presentation will report the activities of social support system for children done the Nomi-city and JAIST.
