• 論文抄録 / 内容記述: 近年、防犯のために監視カメラを設置する事例が急増している。監視カメラを設置する上で焦点となるのは、プライバシーとの兼ね合いである。しかし、プライバシーについて明確な定義は無く、法解釈もまちまちとなっている。そんな中、実際問題として監視カメラの数は増加し続けている。従来の監視に比べ、カメラによる監視は著しく被監視者に不利益を与える危険』性を孕む。その為、監視カメラについての枠組みを作る事は急務となっており、各自治体でもその制定が進められている。監視カメラによる防犯の有用性はある程度認められるが、プライバシーを考慮した上での設置が必要であるとして、札幌市の「札幌市防犯カメラの設置及び運用に関するルール」策定検討委員会を事例として発表を行う。

• 論文抄録(英) / 内容記述: Recently, the surveillance camera is set up for crime prevention increases rapidly. There is to the focus in the installation of the surveillance camera in balance with privacy. However, there is no clear definition about privacy. It is assumed that the installation after privacy is considered is necessary, and announces "Rule concerning the installation and the operation of the Sapporo City security camera" decision advisory committee in Sapporo City as a case though the utility of crime prevention by the surveillance camera is admitted to some degree.
