• 論文抄録 / 内容記述: 周波数オークションは，モバイル用周波数の最も一般的な割当て方法として多くの国々で採用されている．日本では，総務省の有識者会議の議論において，ミリ波及び共用帯域についてはオークションを選択可能とするとの方向性が示され，2025 年度末までに 5G 用のミリ波を対象にオークションを実施することを目指して，制度整備が進められている．世界的には，今後，モバイルサービス用に新規に割当てられる周波数がミリ波を含む高帯域に移行していく中，オークションに代わる新たな免許モデルを模索する動きが始まっている．

• 論文抄録(英) / 内容記述: Auctions have been adopted in many countries as the most common allocation method for mobile spectrum. In Japan, after a series of discussions by advisory councils, the Ministry of Internal Affairs and Communications (MIC) has established a policy to add a "conditional auction" to its spectrum allocation options. The MIC is preparing for the first spectrum auction for 5G millimeter wave which will be held as early as 2025. As spectrum newly allocated for mobile services shifts to higher band, including millimeter wave, spectrum policy makers around the world are beginning to explore new licensing models that are more suitable for higher band.
