• 論文抄録 / 内容記述: 2010 年末に福井県鯖江市において開始されることになったオープンデータの取り組みは，その後に全国の自治体でも着手されるところとなり，デジタル庁による「オープンデータ取組済自治体一覧」を見ると，2022 年 6 月時点で 1300 に迫る自治体が着手済となっている．取組みが浸透しているオープンデータであるが，実際に公開されるオープンデータの質や量に自治体間で相違があることは，内閣官房情報通信技術 (IT) 総合戦略室が実施したアンケート調査により明らかになっている．ここで，本研究は，自治体においてオープンデータがいかなる定義付けをなされているのかに着目する．取り組み自体が浸透する中で，公開されるオープンデータの質や量に相違があるということは，そもそも取り組むとされたオープンデータについて，その定義自体に相違があった可能性が考えられる．あるいは，定義自体は統一的なものである一方で，実際の取り組みに相違が生じているという可能性もある．本研究では，既に全ての都道府県でオープンデータに着手済であることに鑑み，全都道府県を対象にオープンデータの定義のあり方について事例分析を行う．

• 論文抄録(英) / 内容記述: At the end of 2010, Sabae City, Fukui Prefecture started an open data initiative. After that, local governments across the country started to work on open data, and according to the Digital Agency's list of municipalities that have completed open data efforts, as of June 2022, nearly 1,300 local governments have already started. Open data is a pervasive initiative, but according to a questionnaire survey conducted by the Cabinet Secretariat's Information and Communication Technology (IT) Comprehensive Strategy Office, there are differences between local governments in the quality and quantity of open data that is actually published. Then this research focuses on how open data is defined in local governments. The fact that there are differences in the quality and quantity of open data to be released as the initiative itself spreads suggests that there may have been differences in the definition of open data itself. Alternatively, it is possible that while the definition itself is unified, there are differences in the actual efforts. In this research, considering that all prefectures have already started working on open data, we will conduct a case analysis on how open data should be defined for all prefectures.
