• 論文抄録 / 内容記述: 携帯電話用周波数の免許期間は，国によって様々に設定されている．欧米では，携帯電話事業者による投資を考慮し，10 年から 20 年の長期間に設定している国が多い．有効期限を迎える免許に対するオプションとしては，オークションによる再割当，自動更新，行政による再割当がある．規制当局はそれぞれの方法のメリット，デメリットを考慮して，市場の状況や重視する政策に適した方法を選択している．

In Europe and the United States, many regulators set the period as long as 10 to 20 years to give certainty to investment by mobile operators. Options for expiring licenses include auction-based approaches, automatic renewal and administrative re-assignment. Regulators consider the advantages and disadvantages of each method and choose the one that is appropriate to market conditions and the policies they value.
