• 論文抄録 / 内容記述: 自治体の電子行政サービスについて，その普及にはマイナンバーカードとマイナポータルの普及が重要である．しかし，マイナンバーカードは 2021 年 8 月時点で全住民の 36％，マイナポータルの利用登録者数は 2021 年 2 月時点で 3.2％ と，未だ普及が進んでいるとは言えない．本研究では，これらについての普及に対する促進要因と阻害要因を明らかにし，その要因をもとに，普及に向けた施策の提案を行うことを目的とする．本研究においては，まず各自治体の施策と先行研究の調査を行い，マイナンバーカード，マイナポータルの普及要因の分析を行う．その要因を，利用者へのアンケート調査により確認する．確認した要因をもとに，自治体への施策提案を行う．

• 論文抄録(英) / 内容記述: The dissemination of the My Number Card and Myna Portal is important for the dissemination of e-government services by local governments. However, the dissemination of the My Number Card and Myna Portal has not yet progressed, with the My Number Card accounting for 36% of all residents as of August 2021 and the number of registered users of the Myna Portal accounting for 3.2% as of February 2021. The purpose of this research is to identify the factors that promote and inhibit the dissemination of these services, and to propose measures for their dissemination based on these factors. First, the measures of each local government and previous studies are surveyed, and the factors for the diffusion of the My Number Card and Myna Portal are analyzed. The factors will be confirmed through a questionnaire survey of users. Based on the confirmed factors, we will propose measures to local governments.
