• 論文抄録 / 内容記述: 行政手続法の規定により，政府は命令等を定めようとするとき，広く一般に意見を求めることが義務化されている．これは，パブリックコメントと称される制度である．このパブリックコメント実施には，関連する資料を公示することも法定されている．本研究では，実際に行われたパブリックコメントにおいて公示された資料に着目する．この公示された資料はそれを基に命令等に対する意見形成がなされると政府が判断した情報を含む．つまり，公示された資料は政府が政策のエビデンスと位置付けるものであると考えられる．本研究では，なかでも IT 社会化推進分野に関わり実施されたパブリックコメントの事例に焦点を当てて，日本政府が何を政策のエビデンスとして位置付けているのか推察する．

• 論文抄録(英) / 内容記述: According to the provisions of the Administrative Procedure Law, when the government intends to establish orders, it is mandatory to gather opinions widely in general. This is a system called Public Comment. Regarding the implementation of public comments, it is also legal to publicize related materials. In this research, attention is paid to the material publicly announced in the actual public comment. This advertised material contains information judged by the government that it will form an opinion on the order based on it. Therefore, it is thought that the published material is positioned as evidence of policy by the government. In this research, we focus on the case of public comment implemented in relation to IT socialization promotion field and infer what the Japanese government positions as policy evidence.
