| 内容記述 | 大学における防犯カメラによる備品窃盗等の犯罪防止にかかわる問題の考察を通じて，情報通信技術 (ICT) とその応用の発展に伴って高度化する監視 ・ 予測技術について，プライバシー侵害などのリスクや不利益をできるだけ抑えつつ，犯罪や権利侵害行為の防止 ･ 抑止を効果的に行うには，どのように活用すべきか検討する．現代の犯罪学研究の成果から見れば，防犯カメラは，犯罪機会の排除 ・ 抑止 （領域性と監視性の強化） を目指して利用されるならば，一定の効果が見込めるものの，人に着目する利用やデータ解釈を行うならば，効果よりもプライバシー侵害等のリスクや不利益が大きくなると考えられる．多くの監視 ・ 予測技術にも同様の問題が存在する．犯罪機会を防止する技術が，古いタイプの犯罪観から不審者追跡・排除の技術に転換する危険性を指摘する． | |||||||

| 内容記述 | This article argues that surveillance and crime prevention technology should not focus on people and that opportunities for crime ought to be the primary focus. It examines the installation of crime prevention cameras in college classrooms as a case in point. Although surveillance in the form of cameras is expected to prevent or deter criminal activity and injuries, it entails the risk of privacy invasion and does not necessarily guarantee useful evidence in criminal investigations. This risk / disadvantage is common among new surveillance and crime prediction technologies that focus on humans. We should develop surveillance and crime prevention technologies that focus on crime opportunities, and we should avoid stigmatizing certain people when using and interpreting data from surveillance systems. | |||||||
