• 論文抄録 / 内容記述: 日本の個人情報保護法制は，民間部門と公的部門で規律が異なるだけでなく，地方公共団体では条例によって定められ，個人情報の定義すら異なることが問題とされ，2000 個条例問題と言われるようになった．本報告では，個人情報の定義よりも 「個人情報ファイル」 定義の有無に着目し，データ利活用とデータ保護を両立させるためには，「個人情報ファイル」 概念の明確化こそが必要であることを示した上で，地方公共団体のほとんどがこれを明確にしていないことを示す．

• 論文抄録(英) / 内容記述: Japan's personal data protection legislation differs not only by the private sector and the public sector but also by local ordinances in local governments. In these ordinances, even the definition of personal information is different, which is a problem, it came to be said "2000 ordinances problem". In this paper, we focus on the definition of "personal data file" rather than the definition of personal information. In order to achieve both data utilization and data protection, it is shown that clarification of the concept of "personal data file" is important, and most of local governments do not clarify this.
