• 論文抄録 / 内容記述: マイナンバー制度は，国民一人ひとりに番号を割り振り，国や市町村などがバラバラに管理している社会保障や所得の情報をまとめて管理する制度である．「より公平な社会保障制度 ・ 税制の基盤になるとともに，行政の効率化に資する」 と期待され，関連法成立を受け，政府は 2015 年 10 月をめどに全国民に 12 ケタの個人番号を通知した．2016 年 1 月以降，IC (集積回路) チップの入った顔写真付きの 「個人番号カード」 を希望者に交付した．そのカードを提示すれば，失業手当などの社会保障給付を申請する際に，納税証明書などの書類を提出する必要がなくなる．施行から 3 年後をめどに番号の利用拡大を検討するとしており，診療情報などを対象にすることが想定されている．ただ，プライバシー保護の観点から懸念の声もある．デジタル社会の推進に向け，マイナンバー制度の民間利活用を進めるとともに，紙媒体から電子への転換，パーソナルデータの利活用，サイバーセキュリティ対策の強化，社会実装の高度化など，多角的に取り組むことが必要である．このような中での民間利用の視点から，今後必要となりうる課題を考察する．

• 論文抄録(英) / 内容記述: The Social Security and Tax Number System, which is known as "My Number" is a consolidate system of information of social security and income by allocating numbers to each citizen. Those information have been separately controlled by local municipalities and the national government. Establishing "My Number System" has been expected to become more fair social security and taxation system along with contribution to administrative efficiency. With the establishment of relevant laws, the government informed 12 digits numbers to the all citizens in October 2015. After January 2016, they issued integrated circuit-embedded My Number Card with a photo to those who applied. With "My Number Card" you are no longer required your tax statement for social security benefit, such as unemployment allowance. The government has been working on the expansion of its usage (including medical information envisaged) and will be continuing for 3 years since the enforcement of the laws. However, concerns are being voiced in order to protect privacy. It is necessary to consider from various perspectives including changing from paper to electronic medium, utilization of personal data, strengthening of cyber security practice and greater sophistication of social implementation. This paper examines issues from a view point of usage of private sector in the year to come.
