• 論文抄録 / 内容記述: 議場における不適切な野次や政務活動費の不正利用など，地方議会における不祥事が相次いで報道されている．それらは，本会議の中継の実現や政務活動費使用に関する情報の公開が進んだことにより，その実態が明らかとされ，その問題点が指摘・拡散されやすくなったことの結果であるとも言える．地方議会の負の側面が注目されるところであるが，北海道栗山町議会や千葉県流山市議会などは，特に情報公開を進めることで議会改革の先進事例として知られるようになっている．それらの議会は ICT の効果的な利活用により，情報の公開を進め，さらには現実の場での住民参画も充実させている．本研究では，それらの議会の事例分析を行うことで，情報社会において地方議会が進めるべき情報公開のあり方について議論したい．

• 論文抄録(英) / 内容記述: A disgraceful affair in the local assembly such as the inappropriate jeering in the assembly hall and the abuse of state affairs activity costs is reported in succession. It is said that such a situation have happened as a result of the problems in the assembly being pointed out and having become easy to be spread, because of the actual situation of the assembly is made clear by the realization of the broadcast of the plenary session and information disclosure about the usage of state affairs activity costs. The negative side of the local assembly attracts attention, but Kuriyama town assembly or the Nagareyama city assembly come to be known as an advanced example of the assembly reform by pushing forward information disclosure in particular. Those assemblies push forward information disclosure by effective use of ICT and expand the inhabitants' participation at the real place. In this study, it argues about the way of the information disclosure that local assembly should push forward in information society by executing the example analysis of those assemblies.
