However, because of heavy traffic load and system failures, it is difficult to maintain the connection of the backbone network to the Internet. In this paper, we look for a way of supporting communication using existing infrastructure in disaster areas. We propose a system that supports P2P communication between disaster victims which runs completely on Wifi hotspots, and the local ISP's infrastructure without requiring the backbone network to be connected to the internet.
